Leadership is key to organisational success, and organisations can be stimulated with a brief injection of an authoritative professional point of view, to challenge the risk of ‘group-think’.
One of the main blockages to improvement is managers expectation - they just do not know what 'success' looks like, and their thinking is limited to what you said to them last year, or measuring improvement only in terms of internal standards - not world class benchmarking.
 
The other main blockage exists because it is easier to be a cynic than it is to be a champion - easier to accept excuses (It was not my fault because....) than it is to challenge behaviour.
One of the most depressing features of going in to different organisations is the visit to the coffee machine - nobody showing any excitement about today's success, everybody whingeing about something or other.
Real Leadership should be happening there, but it takes commitment from the "Leaders", which only comes if they can translate enthusiasm into specific targets and are relentless in their drive to try new ways.
 
And this will be stronger if there is collective internal agreement - if one or two lucky folk get a day or two off to go to a Conference, are they really going to change everything? - The same cost used for a short internal event can develop the momentum, get the crucial collective commitment, and have a much better impact.
